Private land owners will get transferable development rights (TDR) if the give their land to the National Highway Authority of India for the construction of flyovers, road over bridges and road underpasses in cities.
The municipal corporations and councils should prepare a development plan in this regard, a notification from the Pimpri Chinchwad Municipal Corporation (PCMC), stated.
The state government had issued this notification last month for the Maharashtra suvarnajayanti infrastructure development projects. The municipal commissioners should not delay flyover and road over-bridges project because of land acquisitions, the notification said.
The notification said that the state government and the municipal corporation would contribute 70% and 30% of the amount for land acquisition respectively. Land owners would get one-time settlement and no additional compensation would be given by the municipal corporations due to legal issues.
The funds for these projects would be released in three phases. For the first phase, the land owner must get a TDR certificate for land acquisition from the municipal corporation following which the state government would release the second and third phase of funds.
For the flyovers, and road over-bridges, all the technical sanctions should be there from the ministry of road transport and highways. For land acquisition the district collectors would examine all details of the project, the government notification said.
