construction sitesThe Rajasthan urban housing and development (UDH) department has directed all development authorities and urban improvement trusts (UITs) to develop an online system to facilitate hassle-free monitoring of construction of buildings. The system is set to put an end to the role of town planners and engineers of a particular zone. The state issued the directions under ‘ease of doing business’. It is believed it would put an end to the alleged corrupt practices as developers bribe officials for carrying out construction against the approved maps. Under the system, officials will be picked up for random site checking. Any official from any zone can go to the construction site for inspection. All the building plans will be uploaded on the site. At present, respective zone officials inspect the construction sites. Following the MoUD directions, the UDH is also framing laws wherein the builders in the state might be able to obtain all the required permissions, including environment clearance, under one roof. After releasing the model building by-laws 2016, the state has initiated an exercise to update building by-laws with a modern outlook. Once implemented in the state, the new by-laws will provide a structural framework for single window integrated building plan approval process. The maximum time limit for all kinds of building approvals will be 30 days after which the approval can be considered ‘deemed’. As per the World Bank report 2014, currently there are over 35 kinds of clearances required from various agencies before initiating any new project
