    Under Open Category, IPGCL Invites Bidders for 5 MW of Solar Rooftop Projects

    The Indraprastha Power Generation Company (IPGCL) has floated a tender under the open category for 5 MW of grid-connected rooftop solar PV projects of various capacities across Delhi.

    The last date for the submission of the bids is November 15, 2019, and the date for the completion of the sanctioned project is December 06, 2019.

    IPGCL previusly had called for Expressions of Interest (EoI) for the allocation of a capacity of 35 MW under eight different parts, i.e., CAPEX Part A, B, C, D, and E, and RESCO Part A, B, and C for the finalization of the project cost. The lowest project cost for the CAPEX model and tariff for the RESCO model will be applicable for the issuance of central financial assistance (CFA) under this open category capacity of 5 MW. The allocation of 5 MW of solar projects will be on a first-come, first-serve basis. The applicable subsidy will be disbursed directly to the solar power developer.

    The scope of work includes the identification of buildings or leasing rooftops for a period of 25 years. Interested bidders should obtain a ‘No Objection Certificate’ (NOC) from the distribution company for grid connectivity. The successful bidder will be responsible for the complete design, engineering, manufacture, supply, storage, civil work, erection, testing, and commissioning of the grid-connected rooftop solar PV projects including the operation and maintenance services for five years.

    The IPGCL has specified that the solar developer should approach the rooftop owners (applicants) for receiving the orders on the rates approved by IPGCL for turnkey execution of the solar photovoltaic projects. IPGCL will not be responsible in case any firm does not get any work order from the applicants under the Grid-Interactive Rooftop Solar PV Power Project Program.

    As far as the technical eligibility criteria are concerned, the prospective bidder should have designed, supplied, installed, and commissioned grid-connected solar PV power projects of at least 20 kW (for CAPEX Part A and D) which should have been commissioned prior to the techno-commercial bid opening date.

    The technical criteria for CAPEX Part B, C, and E and RESCO Part A, B and C are that the prospective bidder should have designed, supplied, installed, and commissioned grid-connected solar PV power projects having an aggregate capacity of not less than 50 kW.

    Moreover, the interested bidder should have an annual turnover or net worth of ₹20 million (~$0.29 million) per MW in any one of the previous three financial years.
